The Federal Audit Court is now reviewing those extensions after the government of President Lula da Silva disputed the discounts. "We think that some procedures adopted in the contracts are unacceptable," Filho said in an interview on Friday. According to the government, the companies owe an additional 40 billion reais ($8.1 billion) in unpaid concession payments. The government's goal is to have 40% of Brazil's freight, which is mostly iron ore, transported by rail, up from 17% today.

They survived another four days, according to their account, by drinking the sea water crashing just meters below them, before being rescued by Brazilian federal police in the southeastern port of Vitoria. "It was a terrible experience for me," said 38-year-old Thankgod Opemipo Matthew Yeye, one of the four Nigerians, in an interview at a Sao Paulo church shelter. Both men said economic hardship, political instability and crime had left them with little option but to abandon their native Nigeria. He had never met his new shipmates and feared they could toss him into the sea at any moment. Father Paolo Parise, a priest at the Sao Paulo shelter, said he had come across other cases of stowaways, but never one so dangerous.

SAO PAULO, May 19 (Reuters) - Brazil is investigating another four new potential cases of highly pathogenic avian influenza (H5N1) in wild birds, according to authorities from the state of Espirito Santo, where Brazil's first ever cases were confirmed this week. Detection among wild birds does not spark bans under WOAH guidelines. Espirito Santo is Brazil's third biggest egg producing state and Brazil is the world's biggest chicken exporter. The birds whose samples are now being processed were captured in the municipalities of Nova Venecia, Itapemirim, Linhares and Vitoria, Espirito Santo authorities said. Ipram is where the weakened shore birds were taken before Brazil announced its first cases of highly pathogenic avian influenza on Monday.
